Use the quarterly convention

There are twelve quarters in three years. The rate per quarter is 0.06/4 = 0.015. Discount the future amount by 1.015¹².

Preserve the unrounded rate

The exact annual factor is 1.015⁴. Carry that factor through the annual calculation rather than replacing it with the four-decimal displayed percentage first. Both routes then agree apart from normal floating-point precision.

Keep the payment date unchanged

The conversion changes the rate representation and period count together. It does not change the original future amount or move its receipt date.
